The Administration for Children and Families (ACF), through the Office of Head Start (OHS), is seeking applicants to serve as the Head Start and/or Early Head Start grantee for a defined service area in West Texas: Andrews, Crane, Dawson, Gaines, Glasscock, Martin, and Upton Counties. The goal of the award is to support delivery of a high-quality, comprehensive early childhood program for eligible children and families. Applicants may propose to operate a birth-to-five model that blends both Head Start (generally preschool-age) and Early Head Start (prenatal to age three) funding, or they may apply to provide Head Start only or Early Head Start only, depending on their capacity and eligibility.
Funding available under this opportunity totals $4,162,752 per year, with the announcement indicating an expectation of up to two awards. The opportunity is a discretionary grant under CFDA 93.600 (Head Start). The original closing date listed for the competition is December 15, 2015. For organizations applying for Early Head Start only, the eligibility rules are somewhat broader under Section 645A(d) of the Head Start Act. Eligible applicants may be any public or private nonprofit organization (including community-based and faith-based organizations) or for-profit organization in the service area that can provide Early Head Start services to eligible children and families in the seven counties. The FOA also clarifies that entities already operating Head Start programs are eligible to operate Early Head Start, and that faith-based and community organizations that meet the requirements may compete for funding. Faith-based applicants are encouraged to review ACF guidance on grants to faith-based organizations, referenced in the notice.
